Specifications include, but are not limited to: assistance in the development and execution of a model for calculating student achievement growth (growth model). DDOE intends that the growth model will be valid and reliable for use in school accountability and teacher/leader evaluation, beginning in the current school year (2014-15). The Vendor will be responsible for the following: 1. Develop a student growth model formula to be used in calculations for school accountability in school year 2014-2015, and beyond 2. Develop a student growth model to be used “for information only” in calculations for teacher evaluation in school year 2014-2015, and fully incorporated in subsequent school years, including limited technical assistance/consultation in the standard-setting process. 3. Facilitate monthly group meetings to develop the methodology of the growth model calculation for school accountability. 4. Document methodology of the growth model calculation(s), in both technical and lay terminology, and develop the associated data dictionary 5. Design and deliver presentations to stakeholders communicating the growth model design, separately for the accountability system and the teacher evaluation methodologies.
