Specifications include, but are not limited to: The City of Malibu is requesting written proposals from qualified professional transportation planning and transportation engineering consultants to improve the City’s evacuation capabilities. Professional services will be required to develop the following: A City of Malibu Transportation Planning for Disasters, Emergencies, and Significant Events Report following industry standards from California Department of Transportation (Caltrans), Institute of Transportation Engineers (ITE), California Manual of Uniform Traffic Control Devices (CA-MUTCD), Transportation Planning Handbook, Transportation Research Board of the National Academies. The Report shall provide linkages between transportation planning processes, which primarily center on infrastructure, equipment and operations related to mobility and access, and emergency management planning processes, which aim at mitigation, preparation, response, and recovery by using principles that are shared by both sectors. The Report shall also support the interfacing of emergency management and other key stakeholders (public, private, and nonprofit) to prepare for disasters, emergencies, and significant events. The Report shall provide motorist implementation strategies, staging of resources (e.g. Sheriffs/California Highway Patrol (CHP), traffic detours/ closures, and identifying local evacuation centers within the City or the County owned properties to implement during each potential scenario. The Report shall include detailed staging and traffic control plans for both low- and high-impact scenarios.
