Specifications include, but are not limited to: The project(s) shall consist of successful Offeror furnishing all qualified personnel, supervision, services, materials, equipment, facilities, travel, overhead and incidentals necessary for conducting the purchasing of a Boettcher tract (24 acre), designing a stormwater detention basin and filling in the remainder of Boettcher tract to the 500-year elevation or above. In addition, project includes demolishing the existing propagation houses at Mercer Park and the reconstruction of three (3) new propagation houses to be installed at or above the 500-year elevation. The services to be performed by the Contractor may include, but are not limited to, the following: The scope of work includes but may not be limited to the following items. Please see Attachment BB, Exhibit. Design phase 1. Coordinate, prepare, conduct topographic and Subsurface Utility Engineering (SUE) surveys. 2. Provide boundary surveys and metes and bound descriptions for property acquisitions. 3. Perform design and sealed drawings for stormwater detention basin and its appurtenances. 4. Stormwater detention basin should be located partially or entirely within the Boettcher tract. Excavated material from the detention basin will be utilized to fill the remainder of the project area. The new ground elevation of the project area would be above the 500-year floodplain elevation. 5. Perform grading drawing to show the new elevation including drainage plan for the complete project area. 6. Perform drawing and recommendation to demolish the propagation houses located at Mercer Botanic Gardens. 7. Perform design and prepare sealed drawings of the new three state-of art propagation houses including their foundation. 8. Perform design and prepare sealed drawing for water services or well for the new propagation houses including approvals by the Municipal Utility District (MUD). 9. Perform design and prepare sealed drawings for the electrical services for the new propagation houses including approvals by the utility companies. 10. Perform design and prepares sealed drawings for the Heating, Ventilation, and Air Conditioning (HVAC) services for the new propagation houses including approvals by the utility companies. 11. Provide property plat including approvals from the City of Houston and Harris County. 12. Conduct geotechnical analysis, provide report and obtain approval from the Harris County Flood Control District (HCFCD) and Harris County. 13. Conduct hydraulic and hydrology analysis, provide drainage report and obtain approval from HCFCD and Harris County. 14. Conduct Wetland Delineation Report with the Approved Jurisdiction Determination from United States Army Corp of Engineers (USAGE). 15. Review for Federal and State environmental requirements and recommend the necessary environmental documents. 16. Prepare project schedule and documenting deadlines. 17. Attend meetings to review the design phase with the client and representative from the Harris County Engineering Department. 18. Prepare construction cost estimates 19. Obtain all approval of Harris County Permit office for the final sealed set of drawings. 20. Responsible for obtaining all permits and other governmental approvals as required.
