Specifications include, but are not limited to: The first purpose of this project is to evaluate safety and security needs and determine goals and objectives that meet current practices, codes, ADA and Federal Regulations. The second purpose is to design facility-wide security system(s) for patients, staff and visitors as they enter, exit and move about the Home and the grounds. The scope of services for this project shall include facility assessment, cost estimating, programming, schematic design, design development, construction documents, bidding and negotiation, and construction administration. 1.1.1 The design of the interior and exterior doors should include, but not be limited to, access control, security cameras, intrusion and panic alarms etc. The Assessment should also include the security and lighting of the exterior of the Home, i.e., parking lots, grounds, pathways, security fencing and out buildings. 1.1.2 The consultant will evaluate the operational procedures, reporting structure and overall safety and security policies and systems (training, evacuation plans, communication, etc.). Consultant shall conduct interviews with key staff as required and integrate the final plans with local law enforcement and emergency services. 1.1.3 The project deliverables shall include an evaluation of the facility with a comprehensive assessment of equipping the facility with industry-recommended practices and equipment relative to cameras, card access systems, panic buttons, monitoring equipment etc. The recommended systems shall include estimates for construction. 1.1.4 Consultant shall prepare an executive summary of their findings and written recommendations for new systems. In making recommendations, the consultant will take into consideration human resources, cost and time estimates for installing systems and procedures, including time windows and chronology in which work can be accomplished. 1.1.5 Once this assessment is reviewed and approved by the Owner, the firm shall design the systems and provide all drawings, specs and construction administration of the project. 1.1.6 Consultant shall include three days of testimony before legislative committees during the 2019 legislative session.
