Specifications include, but are not limited to: DEC seeks proposals for an entity to direct a grant program that follows these guidelines: a. Minimum grant size of $20,000. b. Ineligible project types include projects for compliance with the forthcoming 3-acre stormwater permit and buffer projects. Each of these project types have other available funding opportunities. c. Proposals do not need to identify the specific projects; however, competitive proposals will detail project identification and prioritization methodology. Prioritization should include likelihood of the project reaching implementation. d. Expenditures are cost-reimbursable, documentation of expenses will be required. e. Prioritization should include likelihood of the project reaching implementation. The selected entity(ies) must be prepared to uphold granting procedures that align with DEC practices and policies. f. Deliverables will include submitting a report half way through the grant agreement to report on accomplishments to date and detail how the remainder of the funds will be utilized (project specific). In addition, a final narrative and financial report will be required. g. Match is not required; however, proposals that include match will receive more points in the review process. Eligible match funding sources include: o In-kind contributions such as time, transportation, and other organizational costs directly related to the project’ o Cash contributions from other funding sources; o Land Acquisition; o Equipment. h. Program delivery costs: Program delivery costs cannot exceed 15% of documented project costs. Program delivery costs can include items such as: • Following a procurement policy; • Selecting and Implementing projects to achieve the highest nutrient reduction and costefficiencies within the time frame of this grant while avoiding potential natural resource conflicts and meeting all permitting requirements; • Securing Operations and Maintenance agreements to ensure that each project is maintained for a minimum of 10 years; and ▪ Providing the State with a report for each successful project and match certification. i. Invoices must be submitted on Form 430, and match documentation on Form 430-M (if applicable).
