Specifications include, but are not limited to: The Office of Purchasing & Contracting on behalf of the Department of Vermont Health Access ("the State") is soliciting competitive sealed, fixed price proposals ("Proposals") for software design, development, and implementation ("DDI") services to make enhancements to the Vermont Clinical Registry ("VCR"), and for expanded Data Quality Services, ("the Work") from qualified offerors. Enhancing and expanding the Vermont Clinical Registry for data aggregation and healthcare outcomes reporting is critical for statewide healthcare reform efforts, as the data from that system is needed for quality improvement monitoring, program evaluation, healthcare measure reporting, and patient-chart abstraction which might otherwise be done manually by DVHA, and the data from that system is used by the Blueprint program to calculate incentive payments for Vermont healthcare providers. The VCR is implemented in a State-of-Vermontcustomized version of Covisint Corporation's DocSite software application. Data quality initiatives are required to ensure that the scope and quality of clinical data flowing into the VCR is adequate to support statewide healthcare reform efforts. This scope of work includes procurement of the following: • Professional Services for Project Management to manage the implementation of data-quality initiatives conducted with healthcare provider organizations to improve clinical healthcare data in Vermont; • Professional Services for Maintenance and Support of the implemented technology of the Vermont Clinical Registry; • Professional Services to perform Technical Work in support of enhancements to the Vermont Clinical Registry.
