Specifications include, but are not limited to: The Vermont Department of Public Service (“Department”), which represents the public interest and Vermont ratepayers in utility cases before the Vermont Public Utility Commission (“Commission”), federal regulatory agencies, and state and federal courts, is seeking proposals from qualified entities for telecommunications expert services related to a petition filed by the Department requesting an investigation into the quality of telephone service offered by Telephone Operating Company of Vermont, Inc. d/b/a Consolidated Communications (“Consolidated”). Consolidated is the largest incumbent local exchange carrier in the State of Vermont and is regulated as a Regional Bell Operating Company at the federal level.
