Specifications include, but are not limited to: The vendor will design and build a plugin to work with OpenNode2 that extracts all data needed by the state from the new eManifest data structure and the handler information that is stored by the EPA in the Resource Conservation and Recovery Act (RCRA) Info system. As of June 30, 2018, RCRA Handlers are required to electronically report this information directly to EPA. Prior to June 30, 2018, all data was submitted on paper to DEC and manually entered into the database. Vermont RCRA handlers submit 15,000 manifest reports annually to the Waste Management and Prevention Division. Upon completion of this project, DEC will have the ability to retrieve the electronic information and calculate hazardous waste generator fees and taxes based on waste generated. Until this new solution is in place, Agency IT staff must connect directly to the RCRAInfo system and manually download a text file of the eManifest data that has been submitted to the EPA electronically. This data then needs to be converted and imported into the existing Manifest system so that quarterly invoicing can continue without interruption through the transitional period. This is not a sustainable solution as the process is very manual and takes a great deal of both IT and program staff time on top of the existing data management and manual handler update. The new solution will modernize the processes through which the RCRA program manages the generation of annual revenue (fees $225,000 and taxes $250,000) collected, and exports data to the VT Tax Dept. To meet these needs, DEC has applied for and been awarded a grant from the EPA National Environmental Information Exchange Network Grant Program to implement this solution. 1. Establish Project Plan 1.1.Vendor will gather and document business requirements and draft a detailed project plan to include the project scope, workplan, tasks and associated timeline. 2. eManifest Data Flow from EPA to State - Create new solicit plugin for eManifest to work in OpenNode2 2.1.Vendor, in partnership with the Vermont Agency of Digital Services/Natural Resources Information Technology (IT) and program staff and the EPA’s eManifest development team, will design and build a plugin to work with OpenNode2 that extracts all the data needed by the state from the new eManifest data structure and the Handler information that will be stored by the EPA in the RCRAInfo system. The team will work jointly to define the EPA data services to ensure that the available data elements, filter options, and other technical aspects are suitable for the identified business purposes. 3. Handler Data Flow from EPA to State – Adjust existing plugin for Handler data extraction in OpenNode2 3.1.Vendor, in partnership with the Vermont Agency of Digital Services/Natural Resources Information Technology (IT) and program staff and the EPA’s eManifest development team, will make appropriate adjustments to the existing plugin that extracts Handler data updates from RCRAInfo and imports those changes into the existing Hazardous Waste Manifest system. The team will work jointly to define the EPA data services to ensure that the available data elements, filter options, and other technical aspects are suitable for the identified business purposes.
