Specifications include, but are not limited to: 1. Contact each of the 442 K-12 public and independent schools approved or recognized by the Agency of Education to assess the level of assistance required by each school. This step is to be completed within ninety (90) days of the contract start date. Contractor will provide a report outlining actions steps to be taken. A School Safety Committee will review and approve the list of schools that have been designated to receive assistance, as well as the proposed action steps highlighted in the report. 2. Facilitate the creation or maintenance of a School Emergency Operations Plan or Supervisory Union/School District Emergency Operations Plan (which encompass a single plan for the entire Supervisory Union/School District with annexes for each school within the Supervisory Union) for Vermont public and independent K-12 schools. The planning process will follow the steps outlined in the “Guide for Developing a High Quality School Emergency Operations Plan”. (https://rems.ed.gov/docs/REMS_K-12_Guide_508.pdf) Contractor will also provide support to Vermont public and independent K-12 schools in developing, executing, and evaluating emergency preparedness exercises. This support will follow the Homeland Security Exercise and Evaluation Program (HSEEP) model. (https://www.fema.gov/media-library/assets/documents/32326) Contractor will complete this step for a minimum of 221 Vermont schools. 3. Design a School Safety Best Practicestraining based on the Vermont School Safety Center’s Recommended School Safety Best Practices (http://schoolsafety.vermont.gov/sites/ssc/files/documents/LatestNews/Recommended%20School%20Safety%20Best%20Practices.pdf). Contractor will also design an options-based approach school safety training based on the Department of Homeland Security’s “Run, Hide, Fight” model. Once this training is approved by the School Safety Committee, contractor will deliver the training in-person to a minimum of 221 Vermont public and independent K-12 schools. The 221(+) schools receiving the approved training are not required to be the same ones receiving assistance as outlined in Section 2 (2) above. A plan outlining the training schedule should be completed no later than six months from the start of the contract.
