Specifications include, but are not limited to: This document contains general information relating to the procedural requirements in the preparation of proposals to the Department, performance requirements, and Vendor characteristics which must be met in order for a proposal to receive consideration. This document should not be considered an all-inclusive list of Vendor responsibilities, existing functionalities, stakeholders and requirements. The Vendors shall be responsible for any liability or cost incurred in connection with responding to this request for proposal. All Vendors shall fully bear the costs associated with pre-contract activities, including but not limited to, proposal preparation, negotiations, and/or proposed contracts.
