Specifications include, but are not limited to: This is an aggressive marketing and advertising plan to ensure the Department of Public Safety gets the message out about the dangers of Heroin to potentially 546,076 persons in New Castle County. The plan ensures these persons are exposed to the message repeatedly during a twelve-month period thereby reinforcing the message. Services shall include, but may not be limited to, the campaign creation and design of the slogan centered on Heroin Alert and developing the strategy of getting the message out to all segments/sections throughout New Castle County. Consultants should include in the proposal a draft plan that includes samples of the Heroin Alert slogan ideas along with a campaign strategy outline. Please include examples of advertisement ideas billboards, printed and electronic news media, pamphlets, social media, etc.
