Specifications include, but are not limited to: The contractor shall be responsible for the professional quality, technical accuracy,timely completion, and coordination of all services furnished by the contractor, itssubcontractors and its principals, officers, employees and agents. In performing the specified services, the contractor shall follow practices consistent withgenerally accepted professional and technical standards. The contractor shall be responsible for ensuring that all services, products anddeliverables furnished comply with the standards promulgated by the Department ofTechnology and Information. The contractor shall receive referrals for an ESP, determine the child s eligibility, identifyan ESP who has met training requirements, submit a letter of recommendation to theDDOE ESP Project Manager and develop and maintain a current and accurate databaseof appointed ESPs and children referred. The contractor shall develop a plan to promote the ESP program and recruit communityvolunteers to serve as ESPs. The contractor shall develop a plan for training and technical assistance for newlyidentified ESPs on their role, responsibilities, and training requirements along withDelaware and federal laws relating to the education of children with disabilities and otheras needed/identified by the Department. Frequency, timeline and location for trainingwill be subject to approval from the DOE ESP Contract Manager. The contractor shall develop a plan for annual training and technical assistance forexisting ESPs on their role, responsibilities, training requirements and Delaware andfederal regulations relating to the education of children with disabilities and other asneeded/identified by the Department.
