Specifications include, but are not limited to: The SPF requires States and communities to systematically: 1. Assess their prevention needs based on epidemiological data, 2. Build their prevention capacity, 3. Develop a strategic plan, 4. Implement effective community prevention programs, policies and practices, and 5. Evaluate their efforts for outcomes. The mission of the SPF process is to create a culturally competent, evidence-based, statewide, substance abuse prevention system that is relevant to and sustainable at the community level. The efforts of the grant have focused on inclusion to help ensure that all communities and target populations have equal opportunity to significantly impact the development, delivery and sustainability of substance abuse services across the lifespan. The primary goals of the SPF projects are to: Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking Reduce substance abuse-related problems and Building prevention capacity and infrastructure at the state and community-level.
