Specifications include, but are not limited to: The Vermont Department of Public Service (Department), which represents the public interest in utility cases before the Vermont Public Utility Commission (Commission), is soliciting proposals from qualified experts to review and make recommendations on a proposed multi-year alternative regulation plan that was filed by Green Mountain Power (GMP) with the Commission on June 4, 2018, which is docketed before the Commission as Case No. 18-1633, The scope of work for this RFP primarily involves the provision of expert witness services to provide an independent assessment of GMP’s proposed multi-year rate plan under applicable Vermont law and ratemaking standards. In particular, the Department seeks to retain a consultant(s) to provide expert witness assistance in the areas of: (1) utility cost of capital, and (2) multi-year rate plan design and implementation.
