The MOA program is best summarized as a compliance review process intended to ensure that public entities offering career technical education and accepting Federal financial assistance comply with Federal civil rights laws. The program involves monitoring progress toward completion of existing compliance plans, conducting new on-site reviews of educational facilities, documenting findings in a “letter of findings,” and negotiating details of new compliance plans with school officials as part of a “voluntary compliance plan.” On-site reviews involve communication and coordination with school officials, review of documentation provided in advance, physical accessibility checks of the facilities, and interviews with a broad group of individuals from various perspectives.
