Specifications include, but are not limited to: CONSORTIUM Administration Structure of decision-making bodies/Frequency at which they meet Decision making (including voting procedures) Roles of each state and the rights, responsibilities, and authority associated with each role Project roles and the rights, responsibilities, and authority associated of each Prioritization of functionality within the functional roadmap Prioritization of technology within the technical roadmap Change control/Configuration Management Communication (internal and external to the governance structure) Project oversight mechanisms Determining which states to allow to join the consortium Criteria for CONSORTIUM membership (e.g., funding or resource commitments) Separation of a member state from the CONSORTIUM Consortium actions in response to a non-performing member state Fiscal management of funds intended for CONSORTIUM work but allocated to a state State-to-State contracts Resource management (Hiring of contractors and State staff – sharing of resources amongst states) On-Going Operations
