Specifications include, but are not limited to: To adequately test the state emergency preparedness response capabilities as they relate to all-hazards. To encourage mutual aid and strengthen a positive working relationship between multi-discipline and multi-jurisdictional agencies involved in a response to an all-hazards related incident. To validate strengths and identify improvement opportunities by conducting and observing an exercise and collecting supporting data, analyzing the data to compare performance against expected outcomes, and determining changes to procedures, plans, staffing, equipment, organizations and inter-agency coordination. By conducting a well-planned exercise program, the effectiveness and capabilities of an organization’s emergency preparedness and response systems can be determined.
