Specifications include, but are not limited to: 1. DEC will: a. Oversee all aspects of the work. b. Coordinate the layout of the composting sites on each property. c. Determine optimal control timing, delineate control areas and identity spoils disposal sites. 2. The Contractor will: a. Provide and utilize necessary personnel and equipment to successfully compost the water chestnut spoils in the timeframe as indicated by the State’s Scope of Work. b. Coordinate the layout of the composting site(s) c. Develop and grade site to be in compliance with all State compost site requirements. d. Provide a suitable bulking agent, bedded horse or cow manure, or other acceptable bulking agent in sufficient quantities to achieve proper composting. e. Push semi-dried water chestnut load(s) into windrows. f. Formulate the bulking agent mix ratio and incorporate the bulking agent at this mix ratio into the windrow before the first turn. g. Turn the windrow at least two (2) times to maintain the compost process with a compost turner, skid steer, or equivalent (provided by the Contractor between August and November 30, 2018. The timing of the turns will be somewhat flexible depending upon when spoils will be generated and how the water chestnut seed husks have decomposed from previous turns.
