Specifications include, but are not limited to: The State of Delaware Department of Division of Developmental Disabilities Services (DDDS), seeks professional services to provide dental care for persons with developmental disabilities. DDDS is committed to improving access to dental and oral health services to persons with developmental disabilities. Lack of oral health can have serious consequences. As such, DDDS is looking to partner with Dental Vendors in the community to help eliminate persistent and systemic barriers that limit persons with developmental disabilities access to oral health care. 1. All dental services will be provided consistent with applicable regulations, standards, and procedures governing the best practice of dentistry. 2. The Awarded Vendor determines the client’s dental status through dental examinations and diagnostic tests. 3. The Awarded Vendor will develop a dental treatment plan for each individual referred by the DIVISION based on industry-standard dental examinations and diagnostic tests. The treatment plan must include the dental procedure code, procedure code description, tooth number, tooth surface, Medicaid fee charged and invoice number. All DDDS consumers served must have a treatment plan regardless of the cost of service. a. All treatment plans must be approved by the DIVISION prior to dental services being rendered under the plan. Appendix “C”. Awarded Vendors are required to submit treatment plans on this form. b. Treatment plans with service code D999 must be itemized. c. If, during a visit using sedation, something is found that requires attention at that moment and it makes the treatment exceed $2,000, verbal approval should be sought from the Regional Nursing Supervisor or Designee. d. Neither the DIVISION nor the individual will be responsible for services provided without an approved treatment plan. 4. In the event no other insurance or payment sources are available, the DIVISION will reimburse the Awarded Vendor for one diagnostic oral examination and one routine oral prophylaxis intervention per year. More frequent routine procedures may be proposed by the Dental Provider in a client’s treatment plan, with appropriate diagnosis and may be covered by the DIVISION if approved by the Division Director or Contract Manager 5. Provide authorized dental services in accordance with provisions set forth by the State of Delaware Code.
