Specifications include, but are not limited to: seeking to hire an independent contractor as the Director, Bureau of Captive and Financial Insurance Products to assist the Commissioner and the Department in meeting their statutory obligations to license and regulate the business and affairs of Delaware domiciled captive insurance companies. The person selected will enter into a contract with the Department and will hold the title of Director, Bureau of Captive and Financial Insurance Products (“Captive Bureau”) of the Delaware Department of Insurance. It is expected that the person selected will work primarily out of the Department’s Wilmington, Delaware office. • The person selected will be responsible for directing, staffing and managing the Bureau of Captive and Financial Insurance Products Division of the Department. The person selected will be responsible for overseeing and managing the licensing and regulation of Delaware domestic captive insurance companies pursuant to 18 Del.C. Chapter 69 and other applicable provisions of the Delaware Code. • The person selected will be responsible for planning, directing and coordinating policy activities of the Captive Bureau at the highest level of management with the assistance of the Department’s executive staff and other appropriate Department staff members. • The person selected will be responsible for timely advising the Commissioner of all matters relating to regulating Captive insurance companies in Delaware, including, without limitation, reviewing and drafting appropriate legislation, identifying and addressing any company solvency concerns, and continuing accreditation of the Department with the NAIC. • The person selected will represent the Department with captive insurance industry associations, at captive insurance industry functions and with the National Association of Insurance Commissioners (NAIC)
