Specifications include, but are not limited to: Option “A” seeks insurers who are interested in providing a coverage product to Nevada Medicaid, the Public Employees Benefit Program and the Department of Corrections. • Currently, Nevada Medicaid provides coverage for 657,645 Nevadans. Of that, 475,151 are currently covered under a managed care product. The Department is open to options that provide coverage for the entire Medicaid population (excluding those covered under a home and community-based waiver). In fiscal year 2017, Medicaid spent $3,554,479,256 on health care costs. • The Public Employees Benefit Program (PEBP) provides coverage for 70,000 current and former public employees and their families. In fiscal year 2017, the program spent $234 million on health care. This cost includes both the portion paid by PEBP and the employee/retiree. • The Department of Corrections incurs approximately $19 million in health care costs providing services to 13,862 incarcerated individuals. • Responses should include a description of how the company proposes to ensure sufficient access to provider networks and systems that are currently serving these populations to ensure continuity of care, in particular for vulnerable populations. Option “B” seeks to determine interest in the development of a product based off of the Medicaid benefit plan to offer to individuals who do not qualify for Medicaid and who do not qualify for a subsidy offered through the Health Care Exchange or have qualifying employer-provided coverage. This product would be offered by the state and regulated by the Department of Health and Human Services as a “Medicaid” look-alike product (similar to Nevada Check-Up). Companies should include in their response a description of how the proposed package will be developed so that it does not adversely impact the Silver State Health Insurance Exchange. Responses should include any policy or structural needs that would be required in order to offer such a product. The Department is seeking to identify possible barriers and solutions to those barriers. Currently, there are approximately 229,000 individuals who are uninsured or 8% of the population.
