Specifications include, but are not limited to: DVHA is seeking to establish service agreements with one or more companies that can provide a tool that will operate in conjunction with Vermont’s Health Benefit Exchange (HBE) called “Vermont Health Connect” (VHC) and will use health benefits and costs that are specific to Vermont’s Qualified Health Plans (QHP) to assist consumers in evaluating and selecting a QHP that will best meet the consumer’s needs and preferences. This tool will provide estimates of the users’ total costs with each plan (premium after any subsidy, plus out-of-pocket cost for expenses not paid by the plan). This tool will include a single dollar-amount actuarial estimate of the average cost for individuals or families based on the user data provided (age, family size, health status, and other factors as determined by the State). It will also include the cost to the user in very high-healthcare-usage and low-usage years, as well as the probability of having such years.
