The project consists of retrofitting three existing paved cul-de-sacs located at three locations –one location in the Village of Essex Junction and two in the Town. The pavement within the cul-de-sacs shall be removed and existing piping that has deteriorated within the cul-de-sacs shall be replaced as needed. Catchment systems will be installed in the center of the cul-de-sacs as needed in combination with either infiltration systems, treatment systems or combined treatment/infiltration systems designed to treat the storm water to remove both suspended solids and phosphorus to the maximum extent practicable. The cul-de-sacs shall be regraded to direct water flow into the center area. The center areas shall be grassed and landscaped and the cul-de-sac area to be paved shall be rebuilt to current road standards and be re-paved with a circular roadway around the center grassed and landscaped island. In addition, any existing discharge pipes leading to the outfall shall be replaced if needed and the outfall shall be designed to meet current standards such as but not limited to headwall and stone lined ditches.
