Specifications include, but are not limited to: Provide professional services to collect, process and import pavement condition information and provide a final report for approximately 275 miles of streets within the Right-of-way (approximately 110 miles of classified streets). Classified streets are to be run in both directions, and local streets are to be in one direction only (total of approximately 385 miles for data collection, analysis, importing and reporting). The city will provide map of local and classified streets to the selected firm. The firm selected will collect digital images and pavement condition information to determine Pavement Condition Index (PCI) and International Roughness Index (IRI) for the roads within the public right-of-way within the City of Grand Forks. This information will be used to provide an update to the city’s pavement management system which was last updated with 2013/2014 data. The City of Grand Forks currently uses ArcGIS 10.4 and AutoCAD 2017 software to maintain and implement the GIS as well as Infrastructure CONsultant (ICON) by Goodpointe Technology Corporation for the pavement management software. Data and deliverables provided by the proposing firm shall be delivered in forms that are compatible with the city’s existing software with location information in North Dakota State Plane coordinate System (North Zone) based on NAD 83 datum. The new digital images, databases and shapefiles must be compatible with the current software. The selected firm will also provide a final report and presentation to City Council. The final report shall include a summary of the condition of the streets as well as some budget scenarios including maintaining current budget, maintaining the existing condition of the roads, and improving the condition of the roads.
