Specifications include, but are not limited to: Evaluate Utility Operation enterprise fund and user rates involving the water, sewer, and stormwater divisions. Provide review and assess the existing fee structure, development cost policies, special assessments and surcharges to identify strengths and weaknesses. Review water analytics information regarding water use to help inform usage patterns and rates for different user categories. Provide recommendations for covering debt service, fair and equitable methods to fund growth, and a justifiable basis for rates applied across the properties within the city. Provide recommendations with accommodation for affordability balanced with sustainable infrastructure. Requires understanding of infrastructure required for water, sewer, and stormwater operations and regulatory responsibility. Requires understanding of wastewater BOD and TSS loading, water supply for average and peak needs, and municipal stormwater requirements. Requires financial and legal expertise in development and defense of rate structure recommendations.
