Specifications include, but are not limited to:Work will include but not be limited to coordinating, editorial (including index), marketing, and liaison duties. Responsibilities will also include the task of continued work with the electronic Blue Book vendor to ensure this web educational tool incorporates the next version of the Blue Book. To ensure a successful final product the Blue Book Editor and Consultant will work closely with the Blue Book Committee, Editorial Board, selected printer, and Secretary of State. The contractor will be required to provide the following deliverables; A. Coordinating Duties 1) Organize and coordinate the Blue Book Committee and Editorial Board and be the office liaison for these two groups. 2) Schedule the meetings of the Blue Book Committee and Editorial Board and prepare the minutes of each. 3) Direct and help determine the content of each chapter. 4) Work with contributors on assigned chapters and focus early in the process checking accuracy and consistency between chapters. 5) Keep contributors on task and make sure chapter deadlines are met. B. Editorial Duties 1) Edit all submitted materials including index to ensure accuracy and consistency between chapters. 2) Work closely with the Executive Assistant concerning ALL aspects of book development, which includes the finding and selection of photos and subsequent placement in the book. 3) Attend the Blue Book Committee and Editorial Board meetings. 4) Create electronic files that are disk-ready for the selected printer of the Blue Book. 5) Submit a proof, prior to printing, to the Executive Assistant and receive a signature of approval to begin the printing. All photos are to be of a high resolution sufficient for printing. C. Marketing Duties 1) Write news releases and place holiday advertisements with North Dakota broadcast media and newspapers. Advertisements involving financial outlay must be pre-approved by the Deputy of Secretary of State. 2) Implement a publicity plan for the 2019 – 2021 edition including news releases, media ads, talk show promotions, and direct marketing letters to various organizations. 3) Promote sales of current and all former Blue Books.
