Conduct annual inspections and prepare inspection reports for major dischargers and any other significant dischargers deemed necessary by the City. • Annually re-evaluate the City's mass-based limits, modify any permits or limits accordingly and provide technical input on any Ordinance modifications. • Review industrial compliance reports and the City's monitoring reports and provide consultation to City administration regarding compliance status of respective industries. • Provide consultation regarding the tracking of POTW interferences, pass-through or NDPES permit violations that may be due to industrial contributions. • Assist the City with non-compliance actions including contact with industries, consult with City personnel, issue of violation notices, prepare public notices, assess corrective action responses, and consult with City administration regarding enforcement. • Review and provide guidance to the City for new categorical standards or Federal Pretreatment Regulations. • Provide clarification to affected industries to maintain conformance with current pretreatment rules and regulations. • Review new source applications and provide recommendations to the City. • Maintain program records as required by the Ohio EPA. • Participate in Ohio EPA audits and prepare required reports. • Review the City's Enforcement Plan and recommend modifications as pertinent. • Assemble and maintain Industrial User Inventory. • Prepare and issue permits and modify the Program to suit the addition of new significant discharges. • Provide assistance in the development of the annual Hg PMP update report.
