The Contractor shall (1) train and supervise the operations personnel in the operation of the Automated People Mover (APM) System and (2) provide, train, and supervise all maintenance personnel and provide all materials, equipment, and services required to accomplish the tasks specified herein, to assure that the entire APM System provides safe and reliable service for passengers. The scope of services for this Operations and Maintenance Contract shall include the entire APM System, as follows: 1. The Contractor shall be responsible for the operation of the APM System, as described herein; 2. The Contractor shall be responsible for the maintenance of all Operating System equipment supplied by the Contractor under the J104A Contract; 3. The Contractor shall be responsible for the routine janitorial services and minor maintenance of the M&SF and other Fixed Facilities that are incidental to the operation and maintenance of the APM equipment therein; provided however that the Contractor shall have no responsibility for janitorial services in the APM stations other than cleaning the guideway sides of the station platform-edge walls and doors; 4. All other Work as identified within the Contract Documents; 5. The Owner will pay the costs of all utilities associated with the operation and maintenance of the Operating System and Fixed Facilities; 6. The MIA Mover APM System is subject to the State of Florida, Department of Transportation, Safety and Security Oversight (SSO) Program. The Contractor’s System Safety Program and System Security Program must fully comply with the requirements of Rule Chapter 14-55 of the Florida Administrative Code, 49 CFR Part 659, Florida Statues Section 341.061 and the Florida Department of Transportation Safety and Security Oversight Program Standards Manual for Fixed Guideway Transportation Systems. As required in the above documents, Contractor shall conduct annual reviews of Systems Safety Program Plan and System Security Plan, internal safety and security reviews and support the oversight agency Safety and Security Reviews/Audits; 7. The Contractor is responsible for developing and administering a Capital Assets Replacement Program and Vehicle Overhauls and coordinating Owner/Owner Representative acceptances as further described in the Contract Documents; and 8. The Contractor is responsible to provide an additional fully functioning train (two married-pairs / four cars) as further described in the Contract Documents.
