The Massachusetts State Police Commercial Vehicle Enforcement Section (MSP CVES) has grant funding from the Federal Motor Carrier Safety Administration (FMCSA) to establish and maintain programs that improve motor carrier, commercial motor vehicle (CMV), and driver safety; and support an efficient surface transportation system. The MSP CVES is seeking the services of a vendor with experience and expertise in commercial motor vehicle enforcement issues as well as their data information systems, in order to develop and monitor the MSP CVES yearly commercial vehicle safety plan (CVSP) including the problem identification, crash data analysis, and crash mapping to guide the CVSP. The problem identification and data analysis need to utilize multiple datasets as well as linked datasets in order to provide the most thorough understanding of the problem areas. The mission of the State Police Commercial Vehicle Enforcement Section (CVES or “Truck Team”) is to safeguard the operation of industrial traffic. The CVES operates an extensive network of policing strategies driven by leadership, expertise, collaboration and enforcement. Their efforts are based largely upon the impact of data-driven countermeasures. As such, data serves as the foundation for -and the basis of- defining, managing, and evaluating activities and performance. The following services are requested: Provide access for MSP to multiple Massachusetts highway safety datasets (RMV, DOT, A&I, etc). Provide on-going technical assistance to MSP CVES with data collection, data access, and analysis. Identify and map high crash corridors for Commercial Motor Vehicles targeting high visibility CMV enforcement and deployment methods. Build associational mappings between CMV data and supplemental data sets. Develop three-year Commercial Vehicle Safety Plan (CVSP) to help reduce the number and severity of accidents and hazardous materials incidents involving commercial motor vehicles (CMV). Identify, measure and track CVSP goals. Prepare quarterly performance progress reports for submission to FMCSA.
