SCOPE OF SERVICES TO BE PROVIDED Purpose and Scope - The Department is seeking proposals to provide statewide training and outreach on Aquatic Invasive Species (AIS). Bidders are expected to present a proposal to provide statewide outreach, technical assistance and public education related to aquatic invasive species early detection and prevention. It is anticipated that most of this work will happen during months when lake groups and communities are active on lakes and ponds, though planning, coordination and data reporting will occur throughout the year. The Awarded Bidder will be responsible for producing programs, workshops, training materials and events that assist volunteers and communities in developing the skills needed to prevent and detect aquatic species infestations. All training and shared materials must be approved by the department. The Awarded Bidder will be responsible for expanding the reach of statewide AIS outreach and training for volunteers and professionals. When possible, the bidder will focus these trainings around lakes identified at high risk of infestation by the DEP’s Vulnerability to Invasive Aquatic Plants Analysis and Model Implementation and Oversight of Core Volunteer Training: Outline and develop standardized training for teaching invasive plant identification and scientific plant monitoring protocol to volunteers and professionals statewide. Bidders that take a regional approach to encouraging stewardship are preferred. Project funds will be used to support staff time, contracted services, travel costs, preparation, materials, use of equipment, planning and coordination with local host groups. Essential components include of this effort include: Conduct real time/virtual training on plant identification and AIS prevention Assist state agencies with screening surveys and Rapid Response activities Develop and administer a standardized IPP program that can be expanded as needed. Technical Assistance and Outreach: The proposal needs to be designed to produce multimedia outreach, training and technical assistance to volunteers and community groups on AIS and related issues. Examples of desired objectives include the following: Raise awareness of the AIS Offer certifications and standardized materials for participants. Provide species identification. Maintain their own independent websites and social media platforms to inform communities of AIS issues and training.
