The city is soliciting bids to provide an initial stock of 14 150-pound cylinders of chlorine. 10 cylinders are stored at Water Plant #1(1111 Ohio Ave) and four (4) are stored at Water Plant #2 (2028 Greenbriar Blvd). Additionally, six (6) 150-pound cylinders of sulfur dioxide to be stocked at Reuse site #1(1438 Recreation Dr, a small, fenced area to the immediate left on Recreation Dr). After the initial stock there are to be weekly deliveries to exchange used empty cylinders for full cylinders. These deliveries must remain weekly to keep the City of Lynn Haven from exceeding their storage capacity of onsite stored gases. 4.2. SPECIFICATIONS A. Cylinder lease The City of Lynn Haven is prepared to pay an annual cylinder lease fee, if necessary. The vendor providing services must maintain the ability to repair/replace any malfunctioning equipment provided in a timely manner. This includes, and is not limited to, cylinders that are leaking or not able to be removed safely by staff due to malfunction of the cylinder and its operating pieces. The lease will include a total of 14 150-pound chlorine cylinders and 6 150-pound sulfur dioxide cylinders. B. Basis of Payment The proposed bid shall be based per 150-pound cylinder exchanged on a weekly basis. Any annual lease on equipment shall be properly disclosed with a separate amount and frequency of charge. C. Deliveries Weekly delivery of both chlorine and sulfur dioxide is to be made on a consistent day on a weekly basis. Deliveries can be made between the hours of 7am-4pm on the weekday of choice. The vendor must be able to provide a minimum of 4 chlorine cylinders and 2 sulfur dioxide cylinders in any given week. Seasonal changes in demand result in a varying number of cylinders on a week-by-week basis. The city does not guarantee a minimum number of cylinders that will be ready to exchange in any given week. The city will be able to make orders with at least 2 days of notice as to the quantity desired for the given week. The City of Lynn Haven will always desire an even exchange of 1 empty cylinder for 1 full cylinder. The City of Lynn Haven will not accept an additional number of cylinders for any reason and is not willing to accept a bi-weekly delivery schedule, due to stocking restrictions. Reasonable accommodations will be made for extenuating circumstances including, but not limited to, holidays, natural disasters, etc.
