The selected contractor shall design and facilitate two half-day hurricane response exercise sessions and one follow-up hotwash session. Each exercise session will evaluate the performance of existing EOC technologies and processes in a simulated, full-activation environment. All exercise activities shall be designed, developed, conducted, and evaluated in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, including application of its core phases and documentation standards. The project shall include: Exercise Planning and Design – Develop a realistic hurricane response scenario, exercise objectives, and Lifelines-based injects designed to prompt use and assessment of all current A/V and information-sharing systems. Exercise documentation (Situation Manual, Controller/Evaluator Handbook, Master Scenario Event List, etc.) shall be prepared in compliance with HSEEP guidance. Exercise Facilitation – Conduct two half-day sessions involving County and partner agency personnel. Each session will include live play, technology interaction, and facilitated observation of system performance and data flows. Hotwash and Participant Feedback – Conduct immediate post-exercise discussions to document observations, challenges, and opportunities for improvement. Follow-On Survey – Administer an electronic participant survey following both sessions to collect additional feedback specific to technology gaps and process effectiveness. After-Action Report (AAR) and Technology Gap Analysis – Compile exercise results, feedback, and observations into a comprehensive AAR consistent with HSEEP format and evaluation standards, including: Detailed assessment of existing A/V and information-sharing systems Identification of technology limitations, redundancies, and failure points Recommendations for system improvements, replacements, or integrations Prioritized improvement plan addressing short-term and long-term actions The report shall also address opportunities to improve the flow of information through the EOC’s operational systems, decision-support tools, and coordination processes, identifying where technological solutions or procedural changes can enhance accuracy, speed, and accountability.
