SCOPE OF WORK The contract or contracts will include air quality consulting services to ETCOG, for projects most useful for the State Implementation Program (SIP) and limited to any of the following activities: • Inventorying emissions; • Monitoring of pollution levels; • Air pollution and data analysis; and • Modeling pollution levels. Please see the completed Statement of Work Tasks: 3.1 Review TCEQ & EPA PM2.5 Emissions Inventories 3.2 Monitoring PM2.5 3.3 Analyzing PM2.5 Monitoring, Emissions, and Other Data 3.4 Modeling PM2.5 Monitoring Data While, ETCOG is not required to complete all of the technical areas below, staff would like to continue and build off existing data. For each technical area below, outline the approach to perform the work required and give previous project experience examples and how you would expand upon the completed tasks from the prior year or how a new task would be beneficial to the grant. A. Inventorying PM2.5 emissions: 1. What emission data may be available for the ETCOG area? 2. What emission sources are most important to the ETCOG area? 3. What experience do you have with the models and methods used by the TCEQ in developing emission inventory data for the ETCOG area? 4. What methods would you use to identify sources of PM2.5? B. Monitoring of PM2.5 pollution levels: 1. Explain what type of monitoring would be recommended for PM2.5 and would be beneficial for the ETCOG area? 2. What experience do you have with this type of monitoring? 3. Would equipment need to be purchased with these grant funds, and if so, what is estimated cost and where would equipment need to be located?
