Stage 1 – Planning, Site Master Planning, Preliminary & Conceptual Design a. General project management - Provide overall coordination of the planning process, schedule management, progress reporting, and communication between CRPD, stakeholders, and the design team. b. Existing conditions analysis - Review and summarize past plans and existing documentation (such as previous studies, neighborhood planning documents, and reference materials) to inform design decisions. c. Public engagement plan development - Public Engagement - CRPD will expect high-level expertise in developing and executing a public outreach plan. The RFP must show at least 3 and no more than 5 completed similar-scale examples of involvement, techniques, and outcomes. Provide a simple draft Public Engagement Plan within your text that reflects the phasing described herein. d. Surveys - Conduct topographic or other necessary surveys to establish accurate site data for design and engineering purposes. An ALTA survey has been completed. e. Environmental Screening - Identify potential environmental impacts, regulatory considerations, and sensitive resources requiring protection or mitigation. Follow State and Federal guidelines as necessary. f. Permitting approach and timeline - Outline the anticipated permits, responsible agencies, and expected approval timelines needed for project implementation. g. Right of way plan- Identify and evaluate parcels or easements that may be required for the project. h. Eco-restoration/urban forestry opportunities - Identify habitat restoration, native plantings, and tree canopy enhancement opportunities to satisfy City Tree Code and CRPD conservation goals. i. Transportation analysis - Evaluate connectivity, multimodal access, traffic impacts, and integration with existing transportation networks. Identify all rights of way/roadway crossings and determine level of coordination requirement for permitting. j. Public art, culture, and storytelling opportunities - Identify opportunities to integrate art, interpretive elements, and cultural storytelling into the project to enhance community identity.
