SCOPE OF SERVICES The selected firm/team will lead the ongoing management of the Puget Sound Zero Emission Truck Collaborative and guide the implementation of the Decarbonizing Drayage Roadmap 2050. While the selected firm/team will serve under contract with the NWSA, and the NWSA will be a core member of the Collaborative, the selected firm/team – guided by the Collaborative as-a-whole – will have decision-making authority regarding the Collaborative make-up and work program. Specific tasks include the following: • Task 1: Assume management of the Collaborative. Based in part on the original membership of the Collaborative between June 2023 and December 2024 and recommendations in the Decarbonizing Drayage Roadmap 2050, the selected firm/team will decide on appropriate re-composition of the Collaborative, recruitand secure participation from new members, organize a kick-off event, and publish a Collaborative webpage. • Task 2: Lead ongoing Collaborative management. This will include the design, scheduling, facilitation, and record-keeping of regular meetings. • Task 3: Work with the Collaborative to renew the Collaborative charter and work plan to specify its continued membership, scope-of-work, goals, priorities, structure, key deliverables, community engagement strategies, funding strategy, timeline, and decision-making protocols that include stakeholder input. • Task 4: Work with the Collaborative to guide and facilitate the implementation of the Roadmap. This may include the development, tracking and reporting of metrics; formation of work groups; and/or the identification of any research and/or analysis needed to successfully implement the Roadmap. The work group and/or research and analysis priorities will be set by the Collaborative, but may include: o Development of a secondary zero-emission truck market o Trucker outreach and technical support o Workforce development (further addressed in Task 7)
