The City anticipates the contracted services may include the following: Event Banners (Ongoing, Year-Round) Install and remove event banners over a public roadway for agency-sponsored events (banners may be displayed multiple times per year). Coordinate banner changeovers so the next event’s banner is installed a minimum number of days prior to the scheduled event, as directed. Perform installations during low-traffic hours as required to reduce impacts. Provide traffic maintenance/control as required and as directed; traffic maintenance/control is the contractor’s responsibility. Secure banners at top and bottom, center over the roadway for appearance, and re-secure as needed. Remove banners ahead of potential severe weather events (storm front, tropical storm, hurricane) when directed or when conditions warrant. American Flag Displays (Seasonal) Install and remove flag displays at multiple pre-designated locations using permanent mounts identified by the Agency. Seasonal display periods may include (examples): A late-spring/early-summer display period that remains through a major summer holiday and is removed within a defined period afterward. A fall display period installed prior to a major holiday and removed within a defined period afterward. Ongoing maintenance during display periods, including checking/unfurling and replacing worn/torn flags at regular intervals (e.g., multiple days per week). Remove flags ahead of potential severe weather events to protect mounts/brackets/poles. City-Furnished Items / Contractor-Furnished Items The Agency may provide flags and/or permanent mounting hardware, and may provide event banners for pickup/return at a designated location. The Contractor shall provide all tools, equipment, ladders, vehicles, and any specialty equipment necessary to safely perform the work. Certain areas may have equipment restrictions for pedestrian safety (e.g., no vehicle-mounted lifts in high pedestrian-use areas), as directed. Exclusions (As Applicable) Certain flagpoles, facilities, or locations may be excluded from the scope and maintained by agency personnel; exclusions will be identified in any future solicitation.
