The selected consultant will serve as MHA’s primary lead liaison on all Public Housing capital improvement projects, including but not limited to RAD conversions, Section 18 dispositions, and other revitalization efforts. The consultant will coordinate directly with contractors, architects, engineers, and regulatory agencies; facilitate communication among all project stakeholders; and ensure alignment with HUD requirements, MHA standards, approved scopes of work, schedules, and budgets, including but not limited to: Oversee capital improvement and renovation projects for existing affordable housing properties, including developing scopes of work, soliciting, and evaluating bids from contractors, monitoring project progress, and ensuring that projects are completed on time and within budget. Collaborate with property management staff to identify capital needs and prioritize projects that will improve the overall quality and sustainability of affordable housing properties. Property Assessment: Evaluation of MHA’s Physical Needs Assessments of the properties to identify areas that require capital improvements, focusing on structural integrity, safety, energy efficiency, and accessibility. Capital Improvement Plan Development: Develop a comprehensive capital improvement plan that outlines the identified projects, priorities, cost estimates, and timelines for each property. Project Management: Oversee and manage the implementation of capital improvement projects, ensuring adherence to the established plan, budget, and timelines. Contractor Coordination: Collaborate with contractors, architects, and other professionals to execute capital improvement projects effectively, ensuring compliance with applicable regulations and building codes.
