Project Objectives The AGENCY’s main objectives are to obtain data on the landfill-bound (gray container) portions of local waste streams from the STUDY AREA. The contractor will generate data by collection zone, jurisdiction, and generator type for quantities and proportions of discarded material types in the residential, commercial, and self-haul landfill waste streams. The contractor will also identify and quantify specific types of organic materials, potentially hazardous materials, and potentially replaceable and/or recoverable materials in landfill waste streams that may or may not be deemed acceptable by local recycling and compost facility operators. The AGENCY expects the contractor will conduct sampling and measurements at the following facilities. • Clover Flat Resource Recovery Park/Landfill • Devlin Road Transfer Station Project Scope of Services The contractor will arrange for and conduct sampling and measurements of residential, commercial, and self-haul loads, including C&D streams generated within the STUDY AREA over a single season of 2026. It will provide all necessary labor and equipment to conduct the necessary tasks to complete the study. The AGENCY has committed $90,000 to this project. It will require the contractor to provide the following. 1. A workplan, including a preliminary draft for AGENCY review, then final workplan 2. Sampling and waste sorting at up to two disposal facilities 3. Compilation and analysis of results 4. Presentation of results in a draft, then a final report Workplan. The proposer’s workplan should include, at a minimum, the following elements. o A detailed description of the methodology it will use for route sampling, sorting, and commercial generator classification including the following. A description of sampling procedures for each jurisdiction, service zone, facility location, and generator type to gain representative samples over a single season of 2026. A description of the protocol it will use for identification of material types and subtypes. A “diversion potential analysis” indicating, by generator sector, the types and quantities of materials for which opportunities exist for replacement (by more durable products), recovery, repair, and/or reuse. The analysis will address material types including but not limited to single use food service ware and packages, edible food, textiles, toys, appliances, commercial equipment, and products with electronic components. Separately, the contractor will identify and quantify types of HHW, medical waste, e-, or u-waste found in transfer station or landfill streams.
