HFRS-2P MATERIAL The Logan County Engineer’s Office plans to purchase approximately 230,000 gallons of high float rapid setting polymer modified anionic asphalt emulsion (HFRS-2P) for use in its 2026 chip seal program. The bidder shall indicate on the bid form the type of polymer modifier (such as SBS, SBR) that is being bid. Failure to specify the modifier may result in the bid being rejected. Enclosed is the required specification for the HFRS-2P. The bidder shall provide a JMF of the emulsion considered for use when submitting the unit price bid form. HFRS-2P test results shall be submitted on individual batches being supplied to the county during delivery. The HFRS-2P test procedures shall follow the specified test listed on the following page. The HFRS-2P test results shall indicate that the emulsion supplied by your company achieves the project specifications. At any time during production and delivery the County reserves the right to extract a random sample of emulsion being considered for use. Such sample will be submitted by the County to an independent laboratory for testing to confirm that the material sampled is in accordance with the project specifications. FOG SEAL MATERIAL The Logan County Engineer’s Office plans to purchase approximately 54,000 gallons of quick breaking fog seal asphalt emulsion for use in its 2026 roadway maintenance operations. The fog seal product (if approved) shall be supplied conforming to specification in this document. If requested product verification test results shall be provided prior to application. HFMS-2 MATERIAL The Logan County Engineer’s Office plans to purchase approximately 10,000 gallons of anionic medium to high setting asphalt emulsion for use in its 2026 roadway maintenance operations. HFMS-2 shall be supplied conforming to The Ohio DOT required specification. MATERIAL Use the enclosed separate Unit Price Contract form to establish unit prices for the year for the HFRS2-P and HFMS-2 emulsion available from your company. For any bid where total sum of the unit price multiplied by estimated quantity exceeds $50,000.00 a bid guarantee will be required. The bid guarantee must be a bid bond or certified check in the amount of 5% of the total bid price (sum of estimated quantity multiplied by the unit price). Failure to submit a proper bid bond, if required, will automatically invalidate the bid. Vendor shall supply a copy of the Safety Data Sheet (SDS) for the product, where applicable, when submitting the unit price bid form.
