Specifications for Indiana Statewide Tree Inventory Program: • Web based platform that enables collection, editing, analyzation and viewing capabilities for urban tree inventory data. • The system will provide log-in credentials for up to 5 individuals. • A state-level administrative log-in will allow DNR full functionality of all tools and data editing rights. DNR must be able to manipulate data directly on the map to add, delete, move, and edit tree points. • Data will be publicly available with the ability to hide certain sensitive information. A read-only “guest” level will be set up by the Contractor for use by Organizations and the general public. DNR will be able to customize which fields and reporting summaries are viewable at the “guest” level. • The program will include an uploader tool to import existing inventories. A tool to crosswalk and upload data from existing inventories to the Software—when field names and attributes in the existing inventory differ from those of the Software—will be provided by the Contractor for use by WDNR. • The program will include data analysis capabilities and customizable filtering and reporting functionality at a variety of spatial scales and ecosystem benefit calculations based on i-Tree models. • The contract will include technical support of the system for the duration of the contract and provide any software updates. • The program will be accessible by web-browsers such as Chrome, Explorer, Firefox and Safari, and adhere to modern standards. • The program will function on Android, iOS, Linux and Microsoft operating systems and any device, such as large smart phones, tablets and desktops. • The program will have web-based, configurable “dashboards” to view, summarize, analyze and report on data in a variety of ways and spatial scales. • There will be separate configurable “dashboards” for the state and “guest” user levels. • The program must provide the user with the ability to: a. Query and filter trees in the database records by properties, location and other attributes (e.g. species, size class, condition, year inventory was last updated, etc.). b. Create custom reports and print, save and export the results of queries. c. Select trees by drawing a polygon on the map. d. Report i-Tree benefit information for trees at the Statewide, community, and individual tree levels (and other user-defined selections of trees). e. Report on individual data fields (e.g. diameter distribution), a mix of two data fields (e.g. diameter distribution by land use), make comparisons across cities and create custom charts. f. Access tree record data by clicking on the tree point on the map. g. Create summary charts and tables of tree data alongside a map layout. h. View and draw graphics and text on maps. i. Navigate the map. j. Change basemap. k. Create and print PDF maps. • The web-based program will be able to calculate tree benefit information based on the latest i-Tree Eco (http://itreetools.org) valuation models for individual trees and populations of trees as selected by the user. • All inventory data and derived information are the property of the State of Indiana. If the Contractor goes out of business or the contract is terminated for any reason, the Contractor will extract and provide to WDNR all data in a format WDNR requests.
