Project Overview The Town of Black Mountain is soliciting informal bids from qualified contractors for construction of stormwater drainage improvements near the intersection of Fairway Drive and Tomahawk Avenue. The project is intended to reduce nuisance flooding, improve stormwater conveyance, and enhance water quality by diverting flows under Tomahawk Avenue, rehabilitating roadside swales, and constructing associated stormwater infrastructure and a small stormwater control measure (SCM). The project is funded in part through Buncombe County grant funding. Construction will be performed in accordance with the Final Construction Plans dated January 2026, prepared by Headwaters Engineering, and Town-approved specifications. Scope of Work (Summary) The selected contractor shall furnish all labor, materials, equipment, and incidentals necessary to complete the project, including but not limited to: Installation and replacement of storm drainage piping (HDPE and related structures) Installation of culverts beneath Tomahawk Avenue Construction of concrete headwalls, junction boxes, and drop inlets Reconfiguration and rehabilitation of roadside ditches and grass swales Construction of a stormwater wetland / SCM with outlet structures Riprap aprons and energy dissipation Asphalt sawcutting and patching Erosion and sediment control measures Restoration, seeding, mulching, and stabilization of disturbed areas Protection of existing utilities, fences, and infrastructure All work shall conform to the Construction Plans, Details, and Notes included in the plan set.
