PURPOSE The intent of this ITB is to obtain competitive pricing for a custom deck-style swamp buggy (see Figure 1 for example), and alternate bid items to be used by the Florida Fish and Wildlife Conservation Commission (FWC). The buggy shall be delivered June 1st, 2026. Extension may be allowed at the discretion of the FWC Project Manager. The buggy shall be capable of safely and efficiently transporting people and equipment through mud, rocky or uneven terrain, and wet marshes and swamps typical of south Florida. All parts and equipment shall be new or remanufactured to original equipment manufacturers’ specifications. No junk yard, salvage, or “as is” parts will be accepted. 1. MINIMUM VENDOR QUALIFICATIONS 1.1. Bidders shall have manufactured a minimum of five (5) swamp buggies, used in support of prescribed burning, habitat management, or fire suppression activities. At least one (1) of these buggies must have been built for a government entity. Bidders shall provide information regarding their experience building swamp buggies on the attached Experience Form (ATTACHMENT B). Bidders shall specify the intended use of each previously built swamp buggy and the specialized equipment installed for each previous contract on the Experience Form. 1.2. Bidders shall provide a minimum of three references that may be contacted for the details of previous buggy builds, at least one of which shall be a government entity.
