Printer shall have the following capabilities in-house: electronic pre-press, offset/digital press and binding capabilities. St. Charles County will conduct an on-site press check during press runs of its annual report when needed. St. Charles County works directly with the print house to ensure full understanding, compliance, and quality of its print orders. Bidders may bid on both the printing and mail preparation for the St. Charles County Impact Report, or only on the printing portion of this proposal. However, all line items must be answered with either the bid amount or "no bid" to be accepted. The County may exercise the option of using its current contract mailer for the mail preparation portion of this project. All of the following terms and conditions shall be included in the bid price: FORMAT: The Impact Report will be provided in either Adobe InDesign or Illustrator CC for Windows on CD with a computer printout or uploaded as a Zip file with accompanying PDF on an FTP site (if an FTP site is available through the vendor). FREQUENCY: Annual (March 2026 issue) QUANTITY: Printer should bid job at 170,500 finished pieces per issue and include pricing per thousand for additional pieces over 170,500. The County will not accept or pay charges for print over runs in excess of the amount ordered. An order is not considered complete unless the quantity ordered is fulfilled. SIZE: 8.5 x 11, 8-page self-cover PAPER: 80# gloss text or comparable substitute approved by County INK: 4/4 BINDERY: Saddle-stitched PROOF: Printer will deliver digital color proof to the Communications Department, 201 N. Second Street, Suite 446, St. Charles, Missouri 63301 for approval prior to printing. MAIL PREPARATION: Selected mail preparation vendor will package reports per United States postal regulations for delivery per enhanced carrier route walk sequence saturation (ECRWSS) for fulfillment to the current post office delivery statistics file and deliver to the post office(s) within St. Charles County. St. Charles County will utilize a presort standard permit number from the selected vendor and ensure that appropriate funds are submitted to cover postage charges. Selected vendor is responsible for obtaining delivery statistics file for each mailing from the United States Postal Service.
