Modular Vehicle Barrier System Requirements: The modular vehicle barrier system must meet the ASTM rating of F2656 M30 P3 with one single row of barriers. Barrier systems that require multiple rows to meet the ASTM penetration rating shall not be considered. The modular vehicle barrier system must be modular and adaptable to a minimum of ten (10) lanes of roadway coverage. The modular vehicle barrier system must include seventy-two individual modular vehicle barriers that are capable of connecting one, some, or all barriers together to create the modular vehicle barrier length that supports the geographical area allotted for the barrier at each event. Each individual barrier in the modular vehicle barrier system must assemble easily with or without the use of cables or ball/hitch connections. The modular vehicle barrier system must be constructed with an open structure design, with no solid metal/bullet resistant piece being more than 18 inches in width to not provide an active shooter coverage or concealment and minimize ricochet or spall to people in the vicinity. Once assembled, the modular vehicle barrier system must be capable of being moved in one continuous line. The modular vehicle barrier system must have pins to connect the barriers to each other to ensure continuity in the barrier’s integrity and stopping capability. The modular vehicle barrier system must have the capability of being assembled, connected, deployed, and dismantled by one person. The modular vehicle barrier system must include safety yellow in color for maximum visibility. The modular vehicle barrier system’s barriers must not inhibit the visibility of people on either side of the barriers. The modular vehicle barrier system’s individual barrier units must fold for carrying and storage with no tools required for assembly. Once assembled, the modular vehicle barrier system’s units must have the capability of being separated and moved in the event an emergency vehicle should need to pass through the secured area. The contractor must provide any additional hardware or equipment necessary to deem the modular vehicle barrier system as mobile at no additional cost to the state agency. Any additional hardware or equipment necessary must be included in the total price provided by the vendor on Exhibit C, Pricing Page. Enclosed Transport Trailer Requirements: The contractor must provide one (1) enclosed transport trailer to store and transport the modular vehicle barrier system. The minimum ten (10) roadway lane modular vehicle barrier system must be capable of being stored in one (1) enclosed transport trailer. The contractor must not require more than one (1) enclosed transport trailer to enclose and transport the modular vehicle barrier system. The enclosed transport trailer must be enclosed and must have a hardcover roof for long-term protection. The enclosed transport trailer must be a new, towable unit. The enclosed transport trailer must be black in color, all containment steel shall be powder coated black. The enclosed transport trailer must be twenty-four foot (24’) long. The enclosed transport trailer must include two (2) tandem axles; The enclosed transport trailer must have electric brakes; The enclosed transport trailer must include LED side markers and taillights; The enclosed transport trailer must include two (2) fifteen thousand (15,000) pound safety chains; The enclosed transport trailer must equipped with a two and five/sixteenth inch (2 5/16”) hitch; The enclosed transport trailer must include one spare tire and six (6) lug tires ST225/75/R12; The enclosed transport trailer must be made in the United States and comply with United States Department of Transportation regulations. The enclosed transport trailer should be of fourteen thousand (14,000) pound capacity. The enclosed transport trailer should be ninety-six and a quarter inch (96 ¼”) wide. Modular Vehicle Barrier System Storage Requirements of the Enclosed Transport Trailer: The enclosed transport trailer must be capable of hauling seventy-two (72) individual modular vehicle barrier units. The enclosed transport trailer must have six (6) storage slots through the enclosed trailer to ensure an even level of stored weight throughout the trailer. Each storage slot shall be accessible from either side of the trailer to allow for ease of loading and unloading from the trailer. The enclosed transport trailer’s doors must have key locks and all doors keyed alike, with two sets of keys provided. The modular vehicle barrier system must be able to be loaded/unloaded from either side of the enclosed transport trailer. The modular vehicle barrier system must be able to be locked in placed during transport within the enclosed transport trailer. The contractor must provide any additional hardware or equipment necessary to secure the barrier system within the transport trailer at no additional cost to the state agency. Any additional hardware or equipment necessary must be included in the total price provided by the vendor on Exhibit C, Pricing Page.
