The Contractor shall provide the services of discovery, development, installation, and integration of the features and components required to meet or exceed the requirements. Provider must have the capability to migrate large amount of information from current software if necessary. 1. General: a. The software must have the capability to allow tracking all stages of intellectual property prosecution, including but not limited to disclosures, applications, filing and issuance dates, office actions, and responses. b. The software will have a CRM component to track inventor information including name, phone number, email address, home address, citizenship, department, and college. c. The software must be capable of allowing monitoring of federal reporting compliance and ideally be able to interface with the NIST iEdison system. d. The software must allow the tracking of financials including patent costs and licensing revenue. e. The software should be able to interface with a university website or provide a webpage to post marketing materials. The software must have the capability to track intellectual property agreements including licenses, options, interinstitutional agreements, and confidentiality agreements. f. The software should allow users to run and export metrics reports to tracks disclosures, filed patents, issued patents, licenses, and inventors and their colleges and departments. g. The software solution shall have stable and consistent performance 2. Access: a. Single sign-on (SSO) integration. b. Role-based access without requiring multiple logins. c. Shall allow distinct logins for multiple users d. Flexible access control model to meet business needs. e. User session controls including dual authentication. f. Web interface compatibility with major browsers (Chrome, Firefox, Safari, Edge, IE). 3. Storage and Archive Management/Disaster Recovery: a. Data storage backup and disaster recovery plans. b. Allow extraction/exporting of data if moving/migrating data to another platform. 4. Training and Support: a. Training plan combining hands-on and online experience. The training plan shall describe the training provided during implementation and post-implementation. The training plan should combine hands-on and on-line experience to improve skills. This includes training for new users and updates for existing users over the life of the contract. b. 24/7 support for system administrators. c. Documentation for maintenance and upgrades. 5. Communications Plan: a. The Contractor shall conduct weekly updates on implementation and thereafter provide information regarding any system updates. 6. Technical Support: a. Upon request, contractor shall provide technical assistance or service within 24 hours following request. 7. Implementation: a. Must be fully implemented within 60 days of the award of the resulting contract to ensure effective implementation. b. Must provide up to 10 hours of live training for USC staff during the implementation of the new system. 8. Routine Maintenance: Contractor shall ensure the following performance standards: a. It is required that any large-scale updates or maintenance of products or services (unless for urgent security purposes) will occur outside of the hours of 8am-5pm EST (Columbia, SC local time). Contractor will provide 72 hours’ notice if any products or services will be non-usable for an extended period of time. c. Must conduct routine updates to the services and/or products as in accordance with the industry standards and advancements in general, and readily available to the public, technology.
