BCDCOG will advance the planning and design of the Remount Road corridor between Rivers Ave and Virginia Ave through a Complete Streets corridor study. The primary objective of the study is to facilitate a public engagement process to gather and document the shared vision of corridor stakeholders, including both English and Spanish speaking residents, for transportation infrastructure along distinct segments of the corridor, along with related land use strategies. Secondary objectives are to demonstrate the process for quickly building on planning-level recommendations and to position the corridor for pursuing funding as an example for other corridors in the region. BCDCOG will also incorporate lessons learned from the corridor study, as well as recent updates in federal design guidance for micromobility projects, to update its street design guidance currently contained in the appendix of WalkBike BCD (2017). The updated guide will focus on the range of context-sensitive solutions that can be achieved through a Complete Streets framework. Project Goals • Establish a community-supported vision for the Remount Road corridor that balances multimodal mobility, safety, and access within limited right-of-way. Identify strategies that align potential corridor improvements with regional initiatives such as the micromobility plan, safety action plan, and Lowcountry Rapid Transit. • Advance accessibility by improving mobility options for all non-motorists regardless of income, language, or ability. • Coordinate across jurisdictions to understand nuances of having progressing the unified vision by North Charleston and Hanahan in conjunction with SCDOT. • Support implementation readiness by defining planning outcomes that inform future project scoping, grant applications, and capital programming. • Incorporate lessons learned from the corridor study and federal design guidance to update the regional street design guide within a Complete Streets framework through illustration of existing and potential street typologies. 3.2: Desired Outcomes • A clearly documented corridor vision supported by the community and stakeholders, including visual concepts that communicate design intent and feasibility to all community members including ESL residents. • A replicable engagement process framework that BCDCOG can apply to future corridor studies. • An updated street design guidance document using a Complete Streets framework that reflects both local context and national best practices and provides visual depictions of potential street typologies. • A synthesis of technical findings—such as safety, multimodal connectivity, and right-ofway constraints—that informs decision-making for near- and long-term improvements. • A roadmap for next steps, including partnerships, funding strategies, and pilot opportunities.
