The City of North Charleston is seeking qualification proposals from qualified engineering and planning consultants to develop a Planning and Environmental Linkage (PEL) study, to explore alternatives to eliminate an at-grade crossing along Rivers Avenue, just southeast of its intersection with Durant Avenue, along with considerations to re-align and improve access to the Intermodal Transit Station via Hock Avenue. The PEL study, funded by the Federal Railways Administration Railroad Crossing Elimination (RCE) Grant program, will explore alternatives to eliminate an at-grade crossing by constructing an overpass on Rivers Avenue. The selected Consultant or Consultant team should be able to demonstrate experience in developing studies that advance through the federal rail administration project cycle and have related railway and infrastructure coordination, planning, and design expertise. The assignment of highly qualified and experienced staff to project deliverables and tasks is critical and will be closely evaluated during the qualification proposals review process.
