The Solution shall comply with the following standards: o Federal Risk and Authorization Management Program (FedRAMP), the US government-mandated program for Cloud Providers that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. o Section 508 compliance refers to the requirements set by the Rehabilitation Act to ensure that federal agencies provide individuals with disabilities comparable access to their electronic and information technology (ICT). o Sharable Content Object Reference Model (SCORM), the collection of standards and specifications that ensures that eLearning content is compatible, reusable, and trackable across different platforms. • Centralized, Accessible, Mobile-friendly, and Flexible Learning Platform. The Solution shall provide a cloud-based single platform for creating, delivering, and managing educational content. Learners shall be able to access training materials anytime, anywhere, and at their own space. The Solution shall be compatible with all major supported browsers and accessible through desktops, laptops, tablets, and IOS and Android cell phones. • Multitenancy, Scalability, and Reliability. The Solution shall enable multitenancy, whereby each HLC division administrator may set up, manage, and update their own repository of training materials; and assign tracks and courses as needed, while maintaining the possibility of sharing among divisions. As the learner pool fluctuates, the Solution shall easily scale up to accommodate more users and content without significant additional costs. It shall also offer a stable, high performance, and maximum uptime (24/7 with agreed upon scheduled maintenance windows) environment designed to meet enterprise needs. • Ease of Use, Enhanced Engagement, and Personalized Learning Paths. The Solution shall offer a highly intuitive and user-friendly interface. It shall support various content formats, including videos, quizzes, and interactive exercises, making the learning experience engaging and enjoyable. It shall also offer customized learning experience based on individual learners’ needs, interests, and proficiency levels, towards enhanced engagement and improved learning outcomes; support tailored online community learning spaces/experiences. • Tracking and Reporting. The Solution shall offer robust tracking and reporting features that allow educators and administrators to monitor learner progress, identify knowledge gaps, assess overall performance, and ensure compliance with required training. Reporting involves the creation of dashboards, as necessary, and the ability to ability for decision makers to query the system for descriptive and predictive analysis. • Smart Administration. The Solution will streamline administration and automate tasks towards maximum efficiency. It shall enable content creators to manage users; build course catalog; create customized learning paths by roles; enable content management and building; provide quizzes, exams, and gradebook; enable communications between different stakeholders through automated triggers and notifications; create end user transcripts and automatically generate completion certificates in printable format.
