The contractor shall provide the following monthly tests and inspections: a) Ground Tests: A test for ground on each energy bus furnishing power to circuits that affect the safety of the warning system operation shall be made. This test shall also be done when an energy bus is placed in service. b) Standby Power: A test of all standby power shall be made. c) Flashing Light Units and Lamp Voltage: Each flashing light unit shall be inspected for proper visibility, dirt and damage to roundels and reflectors. Each roundel and reflector shall be kept clean. d) Gate Arm and Gate Mechanism: Each gate arm and gate mechanism shall be inspected. Gate arm movement shall be observed for proper operation. e) Warning System Operation: Each highway rail crossing warning system shall be tested to determine that it functions as intended. Warning bells or other stationary audible warning devices shall be tested as well. These tests shall also be performed when the system is placed in service or whenever the system has been modified or disarranged. f) Highway Traffic Signal Pre-Emption: A test shall be made to ensure crossings equipped with highway traffic signal pre-emption interconnections are working properly. The contractor shall provide the following quarterly tests and inspections: a) Cut-Out Circuits: On crossings equipped with cut-out circuits, a test shall be made to determine that the circuit functions as intended. The contractor shall understand and agree that a cut-out circuit is any circuit which overrides the operation of automatic warning systems, including both switch cut-out circuits and devices which enable personnel to manually override the operation of automatic warning devices...
