The purpose of this RFQ is to establish an eligibility list of qualified consultants for future projects that require the preparation of documents pursuant to the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) (as needed). By creating an on-call eligibility list, the City seeks to ensure timely, consistent, and high-quality CEQA analysis for a variety of development projects while maintaining flexibility to efficiently procure professional services as project needs arise. The eligibility list will be used to identify qualified consultants who can be called upon, as needed, to prepare CEQA documents. Consultants selected for the eligibility list must demonstrate a thorough understanding of CEQA and have experience in preparing a full range of CEQA documents. The City anticipates utilizing the eligibility list beginning in February 2026. Consultants should only submit if they can begin providing on-call services as early as February 2026 and thereafter. Estimates for individual projects requested from those entities on the eligibility list will generally be due within five (5) to ten (10) business days, depending on the project complexity and timeline. Consultants that are selected to provide CEQA services for a project shall enter into a Professional Services Agreement (PSA) with the City. When the project applicant is not the City; the costs of the PSA will be covered by a separately executed Reimbursement Agreement between the City and the applicant(s) for each individual project.
